Mary Coussey
Mary Coussey CBE was the Chair of the Advisory Board on Naturalisation and Integration (2004-8), and a member of the HM Revenue and Customs Race Equality Advisory Panel. She was the Independent Immigration Race Monitor 2002 to 2008, an appointment by the Secretary of State under the Race Relations (Amendment) Act, reporting to Parliament on the operation of the nationality authorisations. She was a member of the Advisory Group on ‘Life in the UK’, on the implementation of the new naturalisation requirements under the 2002 Nationality, Immigration and Asylum Act. She has been an equality and diversity consultant since 1994.
From 1994-99 she was chair of a specialist intergovernmental group on the integration of immigrants at the Council of Europe. The specialist group brought together practical experience of integration projects in Member States, publishing reports and guidance.

Relevant assignments include:
- Study of the UK’s Implementation of the EU Race Directive for the Fundamental Rights Agency
- External consultant to HM Customs and Excise, (now HM Revenue and Customs) to review scope of Law Enforcement functions under the Race Equality Scheme and carry out full Equality Impact Assessment.
- Consultant to the Institute of Education, London University on the implementation of the Equality and Diversity Policy. Ran 8 workshops for academic and research staff and subsequently designed and ran workshops to cover the positive duties for all equality strands, including disability and gender. She has edited the Institute’s on-line equality and diversity modules for internal use and will be working with equality and staff development co-ordinators to develop departmental strategies to follow up the workshops
- Review of Performance Appraisals for Government Offices in the Regions (with Sue Scott)
- Equality Proofing reviews of performance management for HSE (with Sue Scott)
- Equality Proofing reviews of recruitment and promotion for the Vehicle Inspectorate (with Sue Scott)
- Study for the London Fire and Emergency Planning Authority on Women and Ethnic Minority Leavers (with Sue Scott)
- Review of the Implications of a Single Equality Act for Northern Ireland for the Equality Commission Northern Ireland
