Sue Scott
Until 1998 Sue worked at the Commission for Racial Equality (CRE), where she led many major investigations, research studies and policy development projects. These included several large-scale ‘general’ investigations, such as the one into the awarding of chartered accountancy training contracts to graduate applicants, and the survey-based study of the race equality practices of large private sector organisations. Sue also specialised in issues of fair selection and assessment, especially in relation to psychometric testing and assessment centres. She wrote the Commission’s report (‘A Fair Test?’) on the selection of trainee train drivers by British Rail, and the adverse impact arising from the psychometric tests used.
Consultancy work
Since leaving the CRE, Sue has carried out a wide range of research and consultancy assignments relating to diversity and equality. Some key projects are listed below.
Equality-proofing and equality impact assessments
- equality-proofing the appraisal and/or selection procedures of various public agencies, including qualitative and quantitative analyses (with Mary Coussey)
- a qualitative and quantitative race equality-proofing exercise for the Insolvency Service in relation to bankruptcy procedures and outcomes (working as an associate of TMS Consultants)
- single-strand and multi-strand equality impact assessments for the (then) Office of the Deputy Prime Minister, and for its successor, the Department for Communities and Local Government
- a multi-strand impact assessment of the Crown Prosecution Service’s advocacy strategy
- multi-strand equality impact assessments of a package of HR policies, for the London Development Agency
- multi-strand equality impact assessment of proposed DH strategy for meeting the health and social care needs of children and young people in the youth justice system (with Barbara Cohen)
- reviews of selection and promotion procedures for a range of public sector organisations
Policy & guidance
- preparing policy guidance on ethnic monitoring for the CRE as part of its guidance pack relating to the statutory duty to promote race equality under the Race Relations (Amendment) Act 2000
- writing guidance on equality impact assessment for the Disability Rights Commission in connection with the introduction of the Disability Equality Duty
- writing guidance on multi-strand equality monitoring in service delivery, for a London borough
- providing (as an associate of TMS) input relating to statistical matters for guidance on equal pay reviews commissioned by the Equality and Human Rights Commission (EHRC) from TMS Consultants
Other
- participating as GB national specialist in the review group for the EC-funded ‘MEDIS’ (Measurement of Discrimination) and ‘MERA’ (‘Making Equality A Reality With Adequate Data’) projects on detecting and measuring discrimination
- preparation of the UK Raxen 3 Employment analytical study for the EUMC, on behalf of the CRE, in their capacity as the National Focal Point for data collection and analysis, and the Raxen 5 update report

Professional Expertise
Sue is a chartered occupational psychologist, a member of the British Psychological Society, and a former member of its Standing Committee for the Promotion of Equal Opportunities.
She has wide experience of both quantitative and qualitative research, and of the statistical packages SPSS and STATA.
She also has the capacity to carry out, and analyse the results of, surveys, including monitoring surveys, using the ‘Keypoint’ package, offering paper-based, web-based and email questionnaire capabilities.
